Is it possible for me to display thumbs down icon only when rating control falls below 3?

Upload a thumbs-down image to your media (I will call it ThumbsDown.jpg here).
Put in an Image Control and put ThumbsDown as the Image.
On the Visible property put (you will have to adopt to your control name which I have assumed is a text box or label)
!IsBlank(Rating.Text) && Value(Rating.Text)<3

Yes. Let's say your rating control is named Rating1. In your thumbs down icon's Visible property, just put:
Rating1.Value < 3
