
The endless spinning circle on Copilot Studio is a very common issue with a few well-known causes. Here's a structured checklist to debug it:
1. Verify both required licenses are assigned
To create and manage agents with Copilot Studio, you need two licenses: a tenant license (Copilot Studio) AND a per-user license (Copilot Studio User License) assigned to each individual user. In the Microsoft 365 Admin Center go to Billing → Subscriptions — you should see both listed as active. Microsoft Learn Having only one of the two is a common cause of infinite loading.
2. Check your Power Platform environment region
This error occurs if your environment is set up in a region that is not supported by Copilot Studio. Once the regional settings are corrected, it works perfectly fine. 3. Fix browser settings (most common quick fix)
The issue is most likely related to browser cookies or cached data. Ensure Block third-party cookies is set to Off in your browser settings, clear cookies and cached files for Microsoft domains, then open a new InPrivate/Incognito window and sign in to Copilot Studio again. Microsoft Learn
4. Check for network/firewall blocks
A network or firewall rule blocking required Copilot endpoints causes the blank page with spinner behaviour. Ensure your corporate firewall or proxy allows access to Copilot Studio endpoints. 5. Confirm the environment has Dataverse and is accessible
The environment must be created in a supported region. If you don't have access to an environment, you need to be a system administrator or contact the system administrator to grant access.
