What is considered a "User" in the Per User License Plan? Which plan should we choose?

We have one developer to use one service account to create multiple Flows that are supposed to monitor Office 365 apps (such as SharePoint, Forms) when new items are created. Then the Flow (Power Automate) is to send out emails.

 

For the Per User Plan, what is considered the "user" here? Is it the service account that the flow is running under? Or all the 1500+ users in our organization that could potentially trigger the Flow when they create a new list item in SharePoint, or submits a response in Microsoft Forms?

 

If the "User" here is the service account only, is there a threshold to the number of runs that our 1500+ users could trigger within a certain time-frame?
