Intermittent non-response issue with Copilot Studio Agent in Teams

When users send a message to the agent, they see the “typing” indicator, but after about 20 seconds it stops and no reply is sent. The end user then either has to send another message (which often does get a response) or wait around 5 minutes until the inactivity topic is triggered, which resets the chat automatically.

This was working perfectly fine for months until January 17th when it stopped billing. It works for some users sometimes, but generally doesn't work. It worked fine for hundreds of users for many months and now it suddenly stopped, though nothing has changed with the copilot or with billing or with SharePoint. 

I saw another post on a different forum that didn't receive a resolution that had an almost identical issue that was post on Jan 17th (same day mine started failing)

Dear Microsoft Team,

I’m encountering multiple issues after deploying our Copilot Studio agent in Teams to approximately 400 users. The agent worked correctly for about 1.5 months, but for the past two weeks several users have experienced the following issue:

When they send a message to the agent, they see the “typing” indicator, but after about 20 seconds it stops and no reply is sent. The end user then either has to send another message (which often does get a response) or wait around 5 minutes until the inactivity topic is triggered, which resets the chat automatically.

The agent has been published to everyone in Teams (~400 users) and currently has about 10–20 conversations per day, though we expect this to increase in the near future.

Agent setup

  • Copilot Studio agent published to Teams and approved by admin
  • Knowledge sources: directly uploaded PDF files
  • No tools in use
  • General Knowledge turned off
  • Using the default GPT-4.1 model
  • Fallback topic not altered (only the message text)
  • Using PAYG
  • Authentication via 'Authenticate with Microsoft'

Troubleshooting steps attempted

  • Republished the agent
  • Switched the model to GPT-5 (this caused additional issues, including “AI limit” notifications for end users), so I reverted to GPT-4.1
  • Toggled General Knowledge on/off
  • Verified there are no topics with errors

I would appreciate any help or suggestions to resolve this, as it is currently harming user adoption of the Copilot Studio agent in Teams.

    did you check if it works and run inside: https://m365.cloud.microsoft ?if not check there also.
     
    but what will fix your problem is to remove the channel and readd the channel and then Publish again. Give it sometime and should work fine.
    This is what i did and fix the same/Similra issue last week.

    I did this and had someone test it in both the https://m365.cloud.microsoft/chat/ version and the teams version. The teams version still did not work after the removing/adding channel. The m365 version technically worked... I guess, but the responses felt off, it repeated itself a lot, and it took 3-5 minutes just to generate a simple response. I'll be trying it again shortly here. Thank you for the suggestion, not sure if there's anything else I can really try...
