Power Platform Community Forum Thread Details

Hello,

I am looking to upload a custom action I created and when I go to the Power Automate portal (https://make.powerautomate.com/) I do not see the Data menu or the submenu underneath for custom actions (https://learn.microsoft.com/en-us/power-automate/desktop-flows/upload-custom-actions, step 2 in this guide). Am I missing a permission or license to this functionality? I am currently licensed for "Power Automate per user with attended RPA Plan" and it is assigned to my user.
