not able to click on the button to enter text values on webpage

Hi experts, 

Need your help to solve a problem.

As in the above image, I wanted to create a desktop flow through I can download the csv file from Data.gov but problem is I'm not able to automate these four selection. I tried many things but doesn't help. 

Please guide me how can I write the steps in the flow to automate them where user can select the data , organisation and location. 

---Note--:-- the motive of the flow is to download a file from webpage and save it to any location with user inputs.

    Are you able share the exact web page you are on? I'd like to take a look myself as to what the selectors look like.

    Apologies for the super late reply, was swamped with work, as for the issue, there doesn't seem to be anything too complex here I think, here's the code, try it out. (Simply open up the .txt file, press CTRL+A, CTRL+C and then go into a blank new desktop flow, select the blank white space in the middle and press CTRL+V, this will paste all the necessary code and actions)
