Licensing Error w/ Power Automate sending email from Power BI

Hello,

I am looking to use Power Automate to export PDFs from a BI report & have this emailed to a team daily. I have a BI report saved to our shared workspace and have created a flow in Power Automate to send PDF emails of that report.

 

When I test the flow, I am getting the "Forbidden" error message on the "Export to file for Power BI Reports" step. When I check the messaging, I can see the following error message "Report requested for export is not on dedicated capacity". I have researched these errors & it appears I need the Power BI Premium license for this flow to work, but haven't been able to find a concrete yes or no. Is premium needed to run this automated flow?

 

I have Power BI Pro & the standard version of Power Automate. Attached images of the flow & error.

    Yes, the semantic model for that report needs to reside in a workspace that is in a EM, premium or Fabric capacity SKU. See the "prerequisites"  section.

    @lbendlin I upgraded to Power BI Premium, but am still getting this error, any idea why that might be?

    no but now that you have a Pro license you can raise a Pro ticket at https://admin.powerplatform.microsoft.com/newsupportticket/powerbi

    We have been having the same problem.  Switched the user who created the flow (and the Power BI report) to a Premium per User license, switched the workspace containing the report and model to Premium, but still getting a similar error (Feature not Supported) in the Export to Power BI action.
    This worked for about 4 months straight, but likely the user had signed up for a free trial, and it just expired.
     
    So should this work when user is Premium and Workspace with the report and model is premium?
     
    OR, is one of the capacity license upgrades required?  The Microsoft article says this:  (see below). Does Premium count as "reserved capacity?"
    The capacity licensing is very expensive.

    Yes, it is supposed to work with Fabric SKUs.  Not sure if PPU is still supported.
