MS Form trigger approval flow

We are building an approval flow, but are struggling with access to the forms which is needed for the approvers.
 
We want the flow to be:
 
User fills in form
A choice in the form will trigger different approver groups
Each approver will get an email with a link to the form
Approver will be able to approve/reject from the email
 
However, the link to the form does not seem feasible.  The only way we have been able to get this to work is by giving  access to all the forms (by making them a collaborator on the form). This isn't ideal.
 
Does anyone have any ideas? (We don't want to go down the route of extracting the data on the form and putting on the email for GDPR reasons).
 
e.g. Can we do a flow to pdf the form and send?

    Are you referring to Microsoft Lists/SharePoint lists rather than Microsoft Forms? The two are quite different and I don't know of any way to share the link to a Microsoft Forms response with anyone as the responses are saved in an Excel spreadsheet in the OneDrive of the owner of the form.
     
    However, whether you are using Microsoft Forms, Microsoft Lists or a SharePoint list, I would do this instead:
    This way, the only people who need access are the people who submit the items.
