Publishing Copilot takes long time

I have tried to publish my custom copilot and it is taking everytime approximately 3-4 hours to publish.
 
At first I thought that it was initial environemnt setup but this has happend regularly since last 5 days.
 
Any suggestions or inputs from community?
 
I have configured 28 topics in the copilot.
