Editing how often list changes are checked

I've created two flows which must run whenever an item or file is created or modified, initially I had it to check every 1 minute, but for some reason it's changed to every 15 minutes and won't let me change it to anything else:

Whether I increase or decrease the frequency it always goes back to every 15 minutes:

I'd find it odd if that was the case given that I was able to work on my flow just fine with a 1 minute interval, and it wasn't until the next day that it changed to 15 minutes; additionally the Limits and config page mentions a minimum recurrence interval of 60 seconds, with no mention of 15 minutes.
