Clarification on Power Automate request limits and currently valid 24‑hour quotas

Hello,
I am planning to build an emergency safety‑check flow using Power Automate.
Before moving to production, I would like to confirm the correct request limits because the information available online seems inconsistent.

According to Microsoft Learn, the following limits are documented:

  • Microsoft 365 license: 6,000 requests / 24 hours

  • Power Automate Premium (per user): 40,000 requests / 24 hours

  • Power Automate per flow: 250,000 requests / 24 hours

However, some Japanese support articles mention that “different limits apply during a transition period”.

My questions:

  1. Which request limits are actually enforced as of 2026
    (Microsoft 365 / Premium / per flow)?

  2. Is the “transition period” still active, and if so, when will it end?

  3. Are there any differences between documented limits and real enforcement?

    Transition period is still enforced.
     
    Enforcement limits are slightly higher
     
    License Enforced limit (2026 – transition)
    Microsoft 365 6,000 per user (unchanged)
    Power Automate Premium (user) 40,000 per user + 200,000 per flow
    Power Automate Process / Per Flow 500,000 per flow
    Free / Trial 10,000 per flow

    Just to confirm my understanding:
    Premium users are still under the transition-period limits until the Power Platform admin center reports become generally available, correct?
