SessionCreationError unable to create session in unattended - tried extending CreationTimeout

I am getting a SessionCreationError when using unattended. When running in attended mode the flow completes. When running it unattended the flow fails in about 1 minute after running. I tried following the steps from https://learn.microsoft.com/en-US/troubleshoot/power-platform/power-automate/desktop-flows/sessioncreationtimeout-error-code but that did not resolve the error.

 

Any help would be appreciated
