Security Roles and privilege

I’m confused about security roles and privileges in the Power Apps environment.
 
I create a security role which copy from 'Basic User' to access Dataverse table.
 
In my understand.
The 'Read' privilege with 'User' access level allows only the record owner to access the record.
The 'Read' privilege with 'Organization' access level allows organization's member to access the record.
 
But what’s the difference between the 'Create' privilege with 'User' access and the 'Create' privilege with 'Organization' access in same table?

    - Create with 'User' access: user can create records, but only they can access the records they create.
    - Create with 'Organization' access: user can create records, and all members of the organization can access these records.

    So I can setting the Security Roles and privilege below:
     
    When an applicant creates a record, a flow is triggered to send an approval request to the approver.
    The approver then reviews the record and updates the status column.
    The above settings can satisfy this scenario, is that correct?
