Hello, can powerapps connect to a document library? I have a doc lib named Standard Operating Procedures Library.

Yes, there is a way to connect to SharePoint Library under PowerApps, check the following blog for the details:

The method above only allows PowerApps to get the file properties, for the actual file content, which is not supported at the current time.
