We are finding that when we migrate a PowerApps (Dataverse) Solution from one sandbox environment to another, the data is not coming across. We have to re-populate lookup tables.
We want to prevent this happening and also especially in a production environment.
We are moving as a managed solution.
Any help appreciated.

Export and import solutions will not carry data with tables, it's by design and for data protection.
Transfer data across environments will need the help of dataflow, please refer to below doc:
