Power Apps Canvas app wont open and wont allow reverting to previous due to being locked by unknown user

Message generic "error opening file" and when i go to revert it says it is locked by a non-existent user. When I try to update ownership via powershell it prevents me with he same Locked by User. I have maximum permissions.
