Your condition is set to Or, and that third row is completely blank — both sides are just "Choose a value". Empty equals empty = True. And since it's an Or, that one row drags the whole thing to True no matter what check1 and check2 say.
You basically have an accidental "always true" row sitting there. Just delete that third row and you're good.
Yes, I've seen this before. The empty row is usually just a placeholder in the new designer and may show as "True" even though it isn't actually being evaluated.
In your screenshot, both conditions evaluate to False, and the blank row doesn't contain any condition to evaluate.
A simple fix is to switch to the classic designer and remove the empty row if it's still there.
