After consulting with the Microsoft support I learned that it's not possible after all to restrict the creation of apps for the default envoirnment unless you revoke a user's license. Too bad.
Does anyone know if applying a new security role takes a lot of time to be applied? I had done exactly what was proposed here previously but after waiting for 2 hours, a test user can still create Canvas Apps.
Any idea?

Do you want different users have different permission in your environment?
If so, I suggest you try to use different security roles.
Create two security, one could only use app, one could use and edit app.
You could create security role here:https://admin.powerplatform.microsoft.com/support
Choose the environment that you want to assign different permission:
After you create security roles successfully, you could assign roles here:
After you assign roles to different users, some of them will could only use apps while some of them could edit apps.
Please note that only admin could assign roles!
