Restrict users from creating apps in ALL environments

Hi,

I've been hearing mixed things about this. We are looking to deploy PowerApps in my org but we only want some users to be able to create applications but all users to be able to use apps.

So, is there a way to allow all users to be able to use apps but only a subset of users to be able to create apps? We need to stop users being able to create apps in all environments including the default environment.

Am I right in thinking that all users need a PowerApps license to even use an app? How can we restrict them from creating any apps?

Is this possible?

Do you want different users have different permission in your environment?

If so, I suggest you try to use different security roles.

Create two security, one could only use app, one could use and edit app.

You could create security role here:https://admin.powerplatform.microsoft.com/support

Choose the environment that you want to assign different permission:

After you create security roles successfully, you could assign roles here:

After you assign roles to different users, some of them will could only use apps while some of them could edit apps.

Please note that only admin could assign roles!

Does anyone know if applying a new security role takes a lot of time to be applied? I had done exactly what was proposed here previously but after waiting for 2 hours, a test user can still create Canvas Apps.

Any idea?

After consulting with the Microsoft support I learned that it's not possible after all to restrict the creation of apps for the default envoirnment unless you revoke a user's license. Too bad.
