Using Premium Power APP as free User

Can User with a free Licence use a Power App, I created with premium features?
In other words is it enough to have one Premium licence to create the App and Free Users can use it?

Short answer No, but to my knowledge there is an option you can turn on, that enables free users to use app's premium features for $5 per app/user. Look here for more

No, all users that want to run an app that's designated a 'premium' will need a premium license.

As an alternative if I create an Power Automate Flow:
FLOW:
When a Sharepoint List Item is created or modified to put this data into an SQL Database.
Is it here enough when I as an Flow Creator have Power Automate licence and several different users without licence can create or modify the List?

Yes, this will copy the SharePoint modifications and additions to SQL without each Power Apps user needing a license.
