Imported the Chatbot and since two days chatbot is unusable. In PowerApps solution I'm able to see all my flows and connections references, but when tried to edit chatbot in PVA for teams, Topics are not available and test panel is showing below animation.
I'm exporting and importing the chatbot from one environment to another.
I was getting a warning only while importing the bot, there was no error. But as per your suggestion I again deleted and imported the chatbot after resolving that single warning. This time chatbot has been imported successfully without error or warning.
Also I want to mention here that, I am using connection references, so I imported the connection references separately first, and then importing chatbot in the environment which only includes chatbot and flows.
But even after successful import, It it stuck with same message as posted in main topic. It is being 5 hours now after publish.

Did you download the solution from GitHub or is it your exporting and importing from one to another environment?
Try the following
1. Delete the solution from the environment
2. Import the solution again.
3. Run the solution checker to see if any errors exist?
4. Publish the solution - just to make sure all tables are imported correctly.
