SharePoint Workflow Templates

Hello All,

 

I have a library in SharePoint with templates. These are released by quality management and therefore have a versioning, which should not be changed. Is there a way to open these templates in SharePoint without having to check them out first and save them differently (here the versioning would be changed), fill them out and save them in another library? Maybe also a workflow that automatically generates a new document from the template & prompts to save it to a specific library?
