Copilot can access all skills in Preview in New Experience but only 1 when published

I have equipped 6 custom skills to my Copilot Agent in New Experience, and in preview, worked as expected. When published and tested in Teams, agent stated it can only observe 1 skill, with name: unnamed. The rest of my custom skills are dropped. Not entirely sure why. It still has access to the built-in skills however just no access to the rest of the custom skill

    Could you please confirm:

    • What type of custom skills are being used (OpenAPI actions, Power Automate flows, MCP tools, etc.)?
    • Whether all 6 skills are visible in the published agent configuration in Copilot Studio?
    • Whether the skills fail to execute in Teams, or if the issue is limited to skill discovery/listing?
    Additionally, please try republishing the agent and testing in a new Teams chat/session to rule out caching.

    • By custom skills, I meant custom skill.md that I have uploaded to the skills panel
    • Yes, I can see all 6 skills in the copilot studio configuration under New Experience
    • Skills fail to get discovered in M365 and Teams. It says can only observe 1 skill.md and it's called 'unnamed' so even the naming was lost
     
    And agent was republished, removed and readded but same issues persist.

    We're also seeing this. The user can create multiple skills in the copilot studio (new UI) build tab, but when the agent runs in preview mode it can only see one skill which the agent refers to as Unnamed.
     
    Last week when I was setting the agent up, I don't remember the agent referring to all these "Analyzing" skills, but I am also seeing these returned when I ask it what skills it has access to.

    Same problem here.
    You are able to create multiple skills but when asking the agent what skills it has, he just returns the standard system-skills and one unnamed skill. You are able to use this skill but its exclusively this one skill. It wont recognize all the other custom ones.
