Embedded Power BI Report

Hi everyone,
 
I'm facing a frustrating issue with an embedded Power BI report in our production environment and hoping someone here has encountered something similar.

Environment Setup:
  • Using solution splits (Core, Common, App-specific) for better development workflow
  • Main app in Common solution, Power BI dashboard in App-specific solution
  • Publishing in correct dependency order
  • Dev and UAT environments work perfectly
The Problem:
In production, the Power BI report doesn't appear in the System Dashboard list, even though:
  • Report exists in the solution and shows as published
  • Status shows as "On"
  • I'm a Power Apps admin with proper roles/permissions
  • Power BI report itself works fine (accessible via Power BI service)
  • Data connectivity is working correctly
What Works:
  • UAT environment displays navigation correctly (set up ~1 year ago)
  • Power BI report functions when accessed directly
  • All security roles appear configured identically between environments
What I've Checked:
  • Power Apps Admin Centre settings appear to match between environments
  • Security role configurations appear identical
  • Power BI workspace permissions are correct
  • Solution publishing order and dependencies correct
Questions:
  1. Has anyone seen navigation elements unavailable in an environment specifically while working in other environments?
  2. Are there any settings or permissions I might be missing?
  3. Could this be related to the solution split architecture?
  4. Any known issues with Power BI embedded reports in production deployments?
This is blocking our go-live as the dashboard is core functionality. I can temporarily grant direct Power BI access to users, but that's not the intended user experience.
Before I raise a Microsoft support ticket (which could take weeks), I'm hoping someone has seen this before or has suggestions to try.

    This doesn’t look like a solution split issue. In most cases, the problem is that the Power BI report is present, but the System Dashboard (which actually displays it) is either missing or not properly configured in production.

    Power BI reports don’t automatically show up in the dashboard list—they must be added to a dashboard, and that dashboard must be included in the solution and the app.

    Since it works in UAT, the likely scenario is that the dashboard or its configuration was created or updated there but wasn’t moved to production through the solution. 

    You should check whether the System Dashboard exists in production, is added to the model-driven app (via App Designer), and still has the correct Power BI report binding (workspace and report). It’s also worth quickly verifying that Power BI embedding is enabled in the environment settings and testing with a System Admin role to rule out any permission differences.

    In most similar cases, the root cause turns out to be a missing dashboard component or app-level configuration rather than anything environment-specific or a platform issue.
