Hi
How can I limit a user in Office 365 to only have access to PowerApps and CDS?
I don't want to give that user access to onedrive or sharepoint for instance.

Could you please explain a bit for "I don't want to give that user access to onedrive or sharepoint for instance."?
By saying access, do you mean the access to SharePoint or OneDrive within PowerApps (option 1), or the direct Access to the corresponding services (option 2)?
For option 2, you could just remove the corresponding service License through Office 365 Admin center.
For Option 1, currently there is no policy to block Data source connection, you may consider submit this as an idea if this is what you would like to achieve under PowerApps.
There is Data Loss Policy under PowerApps, but I think that is a little help in this scenario.
