To be able to publish a Copilot Studio agent, you need three things in place:
License: a paid Copilot Studio entitlement (trial users can build/test but can’t publish).
Environment access + role: you must have access to the Power Platform environment and be assigned the agent author security role (Environment Maker is typically the minimum for authoring).
Policy/Channel approval: publishing can be blocked by DLP policies (no allowed channel/connector). And if you want the agent available broadly in Teams/M365 Copilot, an admin may need to approve the agent request in Microsoft 365 admin center and ensure it’s allowed in Teams.
