Create File Not working from output of Create Sharing Link for a File or Folder

I'm trying to create a .url file in a SharePoint Library of another file in another SharePoint site collection/library.
I'm using the "Create sharing link for a file or folder" action and I'm then using the Sharing Link output of that step as the File Content in the Create File Step.
The .url file is created but when I click on it to open it I'm getting the error message  "xxx.url" was blocked because this type of file can harm your device.
If I create the link file using the UI in the document library, the file with the same URL works fine.  
 
the Manual one works, the other one throws the error on saying it could cause harm to the device.

    I've been able to add the "Sharing Link" to an email and I'm able to click the link from the email and get to the shared file, but when adding the "Sharing Link" as the File Content in the Create File step, it produces the error that the link was blocked to protect the device.
