Unable to share with anymore people - error stuck

I have been stuck with this sharing error not allowed, I can not remove or edit anyone else. I can not edit authentication process. 
the error:
Sharing this agent with everyone in your environment is not allowed. Contact your admin. Learn more

    Hello,
    You cannot share the agent with “Everyone” because your tenant admin has disabled organization-wide sharing. This is not a Copilot Studio bug and cannot be overridden from the agent UI. The restriction comes from Power Platform environment policies, Copilot Studio governance settings, and Teams/M365 Copilot security requirements.
    Only an admin can fix it by enabling environment sharing, allowing agents to be shared with all users, ensuring proper security group access, and confirming required roles (Environment Maker / Copilot Studio roles).
