Tab List Colors

The ellipses for more tabs is always dark no matter what colors i change.

The entire page is useless now because users cant see the more option. 
The only way i've found is to make the background of this one section white?

    The ellipsis (“more tabs”) icon in the Power Apps Tab List modern control is not fully customizable and does not respect most color properties, which is why it
     
    remains dark regardless of your settings.
     
    This is a known limitation.
     
    The best solutions are to either prevent tab overflow, adjust the background for contrast, or replace the Tab List with a custom tab implementation (e.g., using a
     
    gallery) to gain full control over styling and behavior.

    The overflow ellipsis on the Tab List control is styled by the app theme, not by the individual control color properties. That's why changing colors on the control itself has no effect on it.
    The fix is to update your custom theme. Go to the app authoring menu > Themes > edit your custom theme (or create one if you're using a default theme). In the theme YAML, the ellipsis button picks up from the base palette colors. Setting a lighter BasePaletteColor or adjusting the ColorOverrides will affect it.
    If you want a quick targeted fix without rebuilding your theme, the workaround you already found (white background on that section) is honestly the most practical short-term solution. The ellipsis theming is a known gap in the modern Tab List control that hasn't been fully addressed yet.
    Longer term, if you have too many tabs to show, consider reducing the number of tabs or using a different navigation pattern like a gallery-based menu where you have full color control over every element.
