Hi Team,
We are encountering a consistent issue with Copilot Studio agents when deployed to the Microsoft Teams channel.
We have tested with multiple agents (3 different Copilot Studio agents), and none of them are responding in Microsoft Teams after being published.
All agents are working correctly in:
Copilot Studio test chat
M365 Copilot chat
Microsoft Teams channel (via Copilot Studio)
Platform: Microsoft Copilot Studio
Channel: Microsoft Teams
Backend: Custom API (working correctly)
When a message is sent from Microsoft Teams:
The request successfully reaches our backend
The backend processes it and sends a response back
However, the response is not delivered or rendered in Microsoft Teams, resulting in a silent failure.
Bot is successfully added to Teams
Messages can be sent
Backend is triggered and responds
No response is shown in Teams UI
Agents should respond in Microsoft Teams just like in Copilot Studio and M365 Copilot.
Republished agents multiple times
Reinstalled bots in Teams
Tested across multiple agents (same issue)
Backend verified (requests and responses confirmed)
This appears to be an issue with the Teams channel integration layer in Copilot Studio.
Could you please:
Confirm if this is a known issue
Help identify why responses are not being rendered in Teams
Suggest any required configuration or fixes

If your agent in Microsoft Copilot Studio is working correctly in the Copilot test experience but not responding in Microsoft Teams chat, please review the following checks:
1. Check Personal Chat Scope Configuration In Copilot Studio, navigate to: Settings → Channels → Microsoft Teams Ensure that the Personal scope is enabled. Also, test the agent in a 1:1 personal chat.
2. Install the Agent as a Personal App in Teams In Teams: Go to Apps Search for your agent Install it as a Personal app
3. Review Teams Admin Policies In Teams Admin Center: Org-wide app settings → Allow custom apps Setup policies → Ensure “Upload custom apps” is enabled
4. Verify Authentication Configuration In Copilot Studio: Settings → Security → Authentication → Ensure properly configured Under Teams channel → Enable “Use when a user is signed in”
5. Republish and Update the Agent Republish in Copilot Studio Update the app in Teams (Built for your org)
6. Validate Connections and Permissions Verify API / connector authentication
Ensure users have required access
7. Test with Plain Text Response Only Temporarily remove rich content (Adaptive Cards, attachments, etc.) and test with a simple text response. This helps identify if the issue is related to response formatting.

I tested this scenario in my environment and was unable to reproduce the issue — the Copilot Studio agent responded correctly in Microsoft Teams after following the standard setup steps. What worked in my environment: Created a plain-text agent in Copilot Studio Downloaded the Teams app manifest and ensured correct scope configuration ("personal", "team", "groupChat") Uploaded the app to Teams → agent responded successfully in both personal chat and team channel This suggests the issue may be environment-specific. Please verify the following in your setup: The Teams app manifest bots[0].scopes includes "personal", "team", and "groupChat" (note: "groupChat" is case-sensitive) Teams Admin Center → Setup policies → Upload custom apps is enabled The agent is republished after any channel configuration change Test with a plain text only response first (no Adaptive Cards) to rule out formatting issues If all of the above are confirmed and the issue persists, it is likely environment or tenant-specific and will require Microsoft Support investigation.
