Creating a new flow with HTTP action linked to PVA which doesn't have any RPA components in it is asking me to start a free 90 trial. I already have the PVA per user license assigned to me.

This is happening for me in all bots, all topics and all environments that I have access to. This is happening for my account and as well a service account which has the PVA per user license assigned.
Also tried creating a standalone Power Automate flow with no RPA or PVA components and cannot use Http action and is asking me to start a 90 day Power Automate with RPA trial.

Looking deeper into the specifics of the PVA license you are correct that it should provide access to both standard and Premium connectors. See this footnote in the documentation Pricing Plans | Microsoft Power Virtual Agents
But I've often seen the controls for this kind of thing misfire and ask users to create trials even if they don't technically need one. The only way I know of to fix this is open a support call with Microsoft to get the prompt corrected in your account.
In terms of it offering the trial with RPA I don't think that has anything to do with whether you are using RPA or not. Now that Power Automate desktop is included with Windows 10 licensing MS wants everyone to take a look at RPA. So even if all you really need is Power Automate they offer the highest level trial possible, which would be Power Automate with RPA.

I am trying to use HTTP to call Azure functions. It is asking me to start a Power Automate per user plan with attended RPA. Please note that I do not have any RPA actions in my flow and already have the PVA per user plan assigned which I assume the should allow me to create Power Automate flows with HTTP actions for those flows linked to PVA.

Unless its an HTTP rest call to SharePoint HTTP actions are premium actions in Power Automate. Is it asking you to start a PVA trial or a regular Power Automate trial? I would assume its asking for Power Automate.
