What is the best practice to grant an external consultant access to my enterprise sandbox environment?

He should be able to create apps and modify existing apps in the environment.

    The best practice would be to assign him an account with a license from your tenant.  If you try to bring him in as an external user he will have limited ability to modify existing apps and no ability to create new apps in your tenant.
