Yes, it's possible but with limitations.
Scanning the DL barcode could be fully supported on iPad using the Power Apps barcode scanner control.
Printing to a label printer from iPad. Power Apps itself has no native print support on iPad. The workaround is to use Power Automate to handle the print job, triggered from the app. The flow sends the data to the printer via its API or a cloud print service (like Zebra, Dymo, or Nicelabel if that's your printer brand, most enterprise label printers have cloud/API support).
Bottom line: The app collects/scans the data on iPad, passes it to a flow, the flow sends it to the printer. It works, but you can't print directly from Power Apps on iPad natively.
What label printer model are you using? That'll determine the best approach for the print side.
