I can see the data policies, but I see no option for environments.

Which license do you have for your PowerApps? Office 365 licenses, PowerApps Plan 1 or PowerApps Plan 2?
Currently, within PowerApps, Creation and management of multiple environments functionality is included within PowerApps Plan 2 license or Dynamics 365 apps and plans include PowerApps P2.
Please check if the license you have for your PowerApps has enough permission to access Environment functionality within PowerApps Admin Center.

This account has a E3 with powerapps for office 365 enabled.
Do I need to enable it for Dynamics as well?
