How to get additional units of "Microsoft Copilot Studio User License ($0)"?

We have a tenant license for "Microsoft Copilot Studio", with a "Copilot Credit pack", and some units of free "Microsoft Copilot Studio User License ($0)". We bought that through a Microsoft Partner. We would like to have more units of "Microsoft Copilot Studio User License ($0)". How to proceed? E.g., can it only by done through the orginal Partner, or is there any other way?

    This usually depends on how your Copilot Studio licensing was set up in the first place.
    Those “Microsoft Copilot Studio User License ($0)” units aren’t something you typically buy or top up directly like regular licenses. They’re usually included as part of your tenant’s Copilot Studio subscription or through the partner who provisioned the environment.
    So in most cases:
    You can’t independently add more of those $0 user licenses yourself
    The increase usually has to be done through the same Microsoft partner/reseller who set up your tenant
    Or by adjusting the underlying Copilot Studio capacity/licensing model (depending on how your tenant is structured)
    Also, in newer setups, Microsoft is gradually moving away from relying purely on those individual “$0 user licenses” and more toward role-based access (Copilot Studio Authors in Power Platform) combined with capacity/PAYG models.
    So the best next step would be:
    Check with your original partner first (they’ll usually know how your tenant was licensed)
    Or validate in Power Platform Admin Center whether you can assign access via security groups/author roles instead
    In short: it’s not something you can just “add more units” of directly, it’s controlled by the licensing structure behind your tenant.

    If you have seen the "Microsoft Copilot Studio User License ($0)" in your tenant, it is completely normal to wonder how to get more of them. The short answer is: you don't actually “buy” more of these.

    What exactly is this $0 license?

    This is not a traditional paid license. It is essentially a maker pass that gives users permission to build and manage agents in Copilot Studio. Microsoft adds these to your tenant automatically once you have Copilot Studio set up with capacity, such as a Copilot Credit pack or a pay‑as‑you‑go configuration.

    A simple way to think about it is this: once the “fuel” (capacity) is in place, these permissions become available.

    Why you cannot buy more

    These licenses are not sold as separate SKUs. The number you see is based on how Microsoft provisions your tenant. In most cases, tenants already receive a large pool of these licenses, so running out is not usually the real issue.

    Also, Copilot Studio is not licensed per user. It is based on usage (Copilot Credits). So adding more users does not increase capacity or cost. Capacity is controlled by credits, not by the number of authors.

    What to do instead
    If you need to scale your environment or enable more people to build, focus on these:

    Increase capacity
    Purchase more Copilot Credit packs or enable pay as you go. This is what actually allows your agents to run.

    Assign access efficiently
    Use security groups to assign access to multiple users instead of managing users one by one.

    Check Microsoft 365 Copilot licenses
    Some users with Microsoft 365 Copilot may already have access in certain scenarios.

    Do you need the same partner?
    No. You are not locked into the partner who originally set up your tenant. You can work with any partner, contact Microsoft directly, or manage everything through the Microsoft 365 Admin Center. 

    Final takeaway
    You don’t buy more $0 licenses. You increase your Copilot Studio capacity, and then assign the access that is already available.
