From the flow history and the configuration, the flow is running exactly as scheduled. The start time in the initial setup determines when the first run will begin, which you set for December 24, 2024, at midnight in your specified time zone. After that, it runs every 15 minutes. However, due to how jobs are scheduled, there can be slight variations, so it might not run exactly at :00, :15, :30, and :45 each hour.

The time zone and start date are only used for the initial start trigger. After that, the flow runs based on UTC time at the specified interval (every 15 minutes), making the time zone irrelevant for subsequent runs. Every 15 minutes is the same no matter what time zone you are in.

Would you prefer the flow to run at a specific time each day instead of every 15 minutes?

So did my prior post answer your question as I don't understand your second post. Your flow is already set up and scheduled to run every fifteen minutes. You don't need to do anything else. The time zone is only used for the first run of the flow. After that, it doesn't matter. Every 15 minutes is the same in every time zone. And I don't know what you mean by, "and this cause data to freeze after midnight till 7.00".

If for some reason you need to convert the run time to your time zone, just use an expression such as convertTimeZone(utcNow(), 'UTC', 'SE Asia Standard Time') to do so. Replace utcNow() with the date from the trigger.

If you don't want it to run it at a certain time, you would need to change the frequency to Day and then specify the hours and minutes you want it to run. This is explained here: Power Automate: Recurrence Trigger - Manuel T. Gomes
