I am using PowerApps with an Azure SQL database that goes through a gateway. I am fairly sure this scenario is excluded from the requirement for Plan 1 licensing outlined here:

Effective February 1, 2019, the following capabilities will only be available with PowerApps and Flow Plan 1 and Plan 2: * Creation and publication of custom connectors in PowerApps and Microsoft Flow * HTTP custom actions integrated into Flow outside SharePoint and OneDrive * Integration of on-premises data through the on-premises data gateway
Since I am using Azure SQL I am not on-premises and do not need to upgrade to a Plan 1 license. Am I understanding this correctly?

Are you using PowerApps for Office 365 license? If so, and you are using Azure SQL, then it is true that you do not need Plan1/2 license. PowerApps for Office 365 license already has the functionality to connect to Office 365 data.
