To create a Copilot (formerly known as Power Virtual Agent chatbot) in Copilot Studio within Microsoft Teams, you'll need the following licenses:

    1.

Copilot Studio User License: This license is required for each user who will author or manage copilots. It's a $0 license that must be assigned to individual users. citeturn0search2

    2.

Copilot Studio Tenant License: This license is acquired by your organization's tenant administrator and provides 25,000 messages per tenant per month. It's necessary for running copilots in production and cannot be assigned to individual users. citeturn0search2

    3.

Users interacting with the published copilots do not require special licenses. However, guest users in your tenant won't have access to Copilot Studio.
