unable to publish agent in copilot studio - using PAYG billing account

I am trying to publish an agent in copilot studio.
following directions to create PAYG billing account, i have created a billing account, linked with my azure subscription and resource group.
The account resource is showing in my resource group as well.
For the user, i have added the user in my sandbox environment and gave it roles of bot author, enviroment maker.
In the tenant i have added security group for Copilot Studio Author and verified that the user is in the that group.
Additionally, there are no trial licenses assigned for the user.
 
Even so, i am getting the error, "There is a billing issue".
I am unable to publish an agent to teams and m365 copilot.
 
Any help or guidance would be much appreciated.

    The “There is a billing issue” error in Copilot Studio typically does not indicate a problem with Azure billing itself. Instead, it means Copilot Studio cannot resolve an active Copilot Studio billing plan for the specific Power Platform environment and channel at publish time. Publishing performs stricter validation than authoring or testing, which is why agents may work in the test pane but fail during deployment. In the described scenario, most prerequisites are already correct—Azure subscription, resource group, billing resource, user roles, and security groups—so the issue usually stems from configuration gaps. The most common causes are: the environment not being explicitly linked to the Copilot Studio Pay-As-You-Go billing plan, the PAYG plan not being set as the active/default plan, attempting to publish from a Sandbox environment (which often fails for Teams or Microsoft 365 Copilot channels), or the publishing user lacking a Microsoft 365 Copilot license required for Teams/M365 publishing. The recommended fix sequence is to explicitly link the environment to the PAYG billing plan in Copilot Studio settings, confirm the billing status is active, ensure no leftover trial plan is selected, verify billing policies in the Power Platform Admin Center, preferably publish from a Production environment, and confirm the publishing user has the required Microsoft 365 Copilot license. In short, the error is a generic umbrella message that usually results from billing-plan linkage or licensing validation rather than an actual Azure billing failure.
