unfortunatly i cant open your file but you can try the following.
When you import an agent to another tenant, authentication settings don't transfer. You have to reconfigure them manually.
Open the imported agent, go to Settings > Security > Authentication, and set up your auth option (No authentication, Authenticate with Microsoft, or Manual). Save it.
Republish the agent. Authentication changes require republishing.
If your agent uses Bot Framework skills, update the skill to use the new app registration that was created on import.
