How to create chatbot that can read and return value from external article?

I have an external article.

I want create chatbot that can be smart enough where when user enter a keyword, it can go into the article and return the paragraph contain/related to the keyword that user entered. Possible to do it? I have been searching in google and youtube but cannot find anything that can tell if it is possible to create such chatbot. Anyone has any idea?

Thank you for responded to my question. My article is actually PDF or word files store in Sharepoint.
All these files are store in US servers and I am working the bot using US server too.
