Yes, this is currently expected behavior/limitation with the Modern Combo Box control in Power Apps.
The Fill property works in: DisplayMode.Edit. but when the control switches to:DisplayMode.View, the modern control applies its own internal read-only styling and ignores the custom Fill color. So the background becomes transparent or uses the default Fluent UI read-only appearance. This is specific to modern controls and differs from classic controls, where the Fill property is typically still honored in View mode. Is it by design or a bug? Microsoft has not clearly documented this behavior, but in practice it is treated as a current limitation/inconsistency of modern controls rather than an issue with your formula.
