Alternatives to DevOps Build Tools when prepopulating connection references

Hi

Looking through Pre-populate connection references and environment variables for automated deployment, we can get quite far configuring the json settings file just using the Power Platform CLI.

However, when we get to Step 4, the only path available is the Build Tools running under Azure DevOps which we don't have😫

Are there any alternatives to Step 4 (use build Tools outside Azure DevOps, GitHub Actions, Power Platform PowerShell, Pac)? The use case I am thinking of is testing out a pipeline on a dev machine or via Octopus Deploy.

Install-Module -Name Xrm.Framework.CI.PowerShell.Cmdlets -RequiredVersion 9.1.0.5
The commandlets of interest are located here
