Copilot Studio – Agent should create an Excel file, but no download link is provided

Hello everyone,

I have a question regarding the capabilities of agents built with Copilot Studio, especially compared to what is possible with Microsoft 365 Copilot.

Scenario

  • I am building an agent in Copilot Studio
  • Creating and configuring the agent works without issues
  • The agent is using GPT‑5 Chat
  • I personally have a Copilot Studio Pro license
  • Goal: The agent should create an Excel file based on a predefined sample table (structure + example data)

Problem

  • The agent sometimes responds with messages like “The Excel file has been created and you can download it now”
  • However:
    • No download link is provided
    • No file is actually available for download
    • The file is not clearly stored in OneDrive or SharePoint

Additional observations (important)

  • I am using the agent via the Copilot App
    • In the Copilot App, no link is displayed at all
  • When I test the same agent in the Copilot Studio test chat:
    • I do receive a SharePoint link
    • However, the link leads to an empty / non‑working page (the site loads but the file is not accessible)

This raises additional questions around channel‑specific behavior.

Questions

  1. Can Copilot Studio agents natively create files (e.g., Excel) and provide them for download, or is this fundamentally not supported without additional components?
  2. Do I need to explicitly add Agent Flows / Power Automate flows / tools to generate and store files?
  3. Are there licensing limitations (Copilot Studio Pro vs. Microsoft 365 Copilot) that explain why file creation or download links are not available?
  4. Is there a missing permission or environment setting (e.g. file handling, OneDrive/SharePoint connectors, tool configuration)?
  5. Is this a known behavior where the agent announces a downloadable file but cannot technically deliver the link?

Expectation

My goal is to enable functionality in a Copilot Studio agent that is similar to what users experience with Microsoft 365 Copilot (Word / Excel).
I would like to better understand where the technical and architectural boundaries of Copilot Studio are, and what the recommended pattern is for this use case.

    Copilot Studio agents cannot natively generate and deliver binary files like Excel, Word, or PDFs to users. While the model may say it created a file, the platform itself does not automatically generate, store, or provide downloads unless additional automation is configured. This differs from Microsoft 365 Copilot, which operates directly inside apps such as Microsoft Excel, Microsoft Word, and Microsoft OneDrive, allowing it to create, save, and present files through built-in integrations with Microsoft Graph.

    In contrast, Microsoft Copilot Studio runs as an automation-focused agent platform without implicit storage access or file-hosting capabilities. Occasionally, Test Chat may display temporary Microsoft SharePoint links because it runs with maker credentials, but these often point to non-existent files. Licensing (including Copilot Studio Pro) does not change this limitation.

    The supported approach is to connect the agent to Microsoft Power Automate or an Agent Flow to generate the Excel file, store it in SharePoint or OneDrive, and then return a link to the user. This reflects the intended architecture and the separation between generative responses and actual system actions.

    So is there better guidance for step-by-step how to do this? I am having trouble thinking about I can have my Studio agent save these files into SharePoint, as I don't want files saved that all users have access to. I really need an agent to be able to create files and have a place to put them and then be able to serve a download link back to my users. I have a basic understanding of how to create the agent flow, but no idea for best practices. Thanks
