Hi,
On the Microsoft Learn page "About Power Apps per app plans" it states that "The license is assigned to users when apps in the environment are shared with them" which makes sense in the context of a Canvas app which you share with users and I presume the license is released back into the pool when the app is unshared?
Does anyone know how this assignment & release happens in the context of a model driven app where you don't share the app with users but, assign users to the required role? Does a per app license get assigned when a user is added to the role, when a user first accesses the model driven app or is it done on some other type of event? Also, how are per app licenses consumed in this manner released?

I attended MPPC23 and tried to ask the same question in different sessions and I got different answers, even during the Administration and governance workshop.
As you mentioned about canvas apps, licenses are assigned when you share an app depending on the learning site. However, some say it is assigned when the user opens the app.
Licenses should be released after 30 days if not used, but some claims that they should be released after 18 days (Both were from Microsoft).
For model-driven apps, I would expect this to occur when the user opens the app.
I don't think anyone should use per app licences anymore because it stops working after usage time regarding the new PP Licence Paper. I will personally insist the usage of per user licence for all my clients. Per user licence are easy to understand, everything is clear, and although expensive, they open up a lot of possibilities.
