License for Guest Users from other organization who will be accessing Power Apps consuming Dataverse Data

Scenario:

Power App canvas app which uses Dataverse as data source is created by XYZ organization. Here both Power App and Dataverse resides on the XYZ organization environment.

This Canvas app now needs to be shared with users who belong to other organization PQR. The users from Organization PQR already have Office 365 License (E1 / E3) Assigned to them.

We added users from PQR in the XYZ environment as guest users and shared Power App with them.

In such scenario for Accessing the Power App which consumes Dataverse data, Which of the following statement holds true.

1) PQR organization should assign Power Apps per user / per App license to users which will allow users to access Power Apps with Dataverse which is hosted in XYZ organization environment.

2) XYZ organization should assign Power Apps per user / per App license to the Guest users so that they can access Power Apps with Dataverse.

Either option 1 or 2 will work, but the guest users will need a per user or per app license from one of the two organizations. The office 365 license they have now will not be sufficient for accessing Dataverse. The per app license would need to come from XYZ since you can't assign per app licenses directly to users.

Thank you for your help, one more question, in above scenario if PQR organization assigns both Office 365 (E1 / E3) and Power Apps Per User License.
Will this PQR Assigned Power App license hold valid for the guest user who is added to the XYZ environment for accessing the Power Apps and Dataverse in XYZ enviornment.

I need to amend my earlier answer. The per user license can come from anywhere and you can still use Premium connectors, but not Dataverse. I checked the documentation and the license being in the same tenant as Dataverse is one of the prerequisites. Check the last bullet point here:
