Selling a PowerApp as a Service

Hello,

I have a PowerApp built for a client that I believe would be useful to wrap as a service to sell at a fixed cost to other clients.

I'm just wondering if this is possible with PowerApps?

My thinking was that if it was sold as a service app, then we'd be able to charge less than a typical PowerApps license as we'd achieve more users and spread that across?

I hope that makes sense and isn't really stupid!
