Unable to publish Copilot Studio agent – Publish disabled

Copilot Studio Publish Button Disabled – “This feature isn’t available until your agent has finished setting up” (Even with Valid License)

Hello Experts,

I’m facing an issue while trying to publish an agent in Microsoft Copilot Studio. The Publish button is disabled, and when I hover over it, I see the message:

 

“This feature isn’t available until your agent has finished setting up.”

I’ve attached a screenshot showing the exact message. 

What I’ve already tried

I followed the official Microsoft troubleshooting guide here:

Specifically:

  • Waited for provisioning to complete
  • Refreshed the browser multiple times
  • Logged out and logged back in
  • Reopened the agent after sufficient time
  • Verified the agent works correctly in Test mode.

Despite this, the Publish button remains disabled.

Licensing & Environment Details

  • License: Microsoft Copilot Studio – Viral Trial
  • User has an active Copilot Studio license
  • Agent creation and testing work fine
  • Issue occurs only at Publish stage
  • Environment appears active and usable for development

Questions

  • Is publishing restricted for Copilot Studio Viral Trial licenses, even though agent creation and testing are allowed?
  • Are there tenant-level or Power Platform admin settings that could block publishing?

Expected Outcome

I want to understand:

  • Whether this is a licensing limitation
  • A tenant/admin configuration issue
  • Or a known Copilot Studio provisioning bug

Any guidance from Microsoft engineers or community experts would be greatly appreciated.

    Make sure you have copilot studio user license assigned to the account who is trying to publish and it is shared with same account with edit permissions, if user is not the author of the agent. If still the issue persists, then clear the cache and in a new browser session try logging in. Also try using Microsoft edge or Google chrome.

    Based on the screenshot which you provided, the publish is disabled with text of  “This feature isn’t available until your agent has finished setting up”.
     
    Which means the backend provisioning of agent in Copilot Studio has not fully completed, even though the agent interface is visible.
     
    During creation, Copilot Studio silently provisions environment bindings, knowledge infrastructure, orchestration services, and publish pipelines, If any of these steps are still initializing or become stuck, the Publish option remains disabled. This is not caused by validation errors or missing topics.
     
    Normal provisioning duration is 2–10 minutes, there are some cases which it will take beyond 30 minutes as well when the environment is busy or newly created environments, and is likely stuck if it lasts longer.

    The issue commonly occurs with newly created agents or environments, enabled preview features, browser session timeouts, or ongoing tenant rollouts. Initial troubleshooting includes waiting and refreshing, opening a new browser session, making a small no-impact edit to re-trigger initialization, and verifying the environment health in the Power Platform Admin Center.

    If the problem persists beyond 30–60 minutes, it is usually resolved by creating a new agent, trying a different environment, or opening a Microsoft support ticket, as changes inside the agent itself will not unblock publishing while provisioning is incomplete.
