Based on the screenshot which you provided, the publish is disabled with text of “This feature isn’t available until your agent has finished setting up”.
Which means the backend provisioning of agent in Copilot Studio has not fully completed, even though the agent interface is visible.
During creation, Copilot Studio silently provisions environment bindings, knowledge infrastructure, orchestration services, and publish pipelines, If any of these steps are still initializing or become stuck, the Publish option remains disabled. This is not caused by validation errors or missing topics.
Normal provisioning duration is 2–10 minutes, there are some cases which it will take beyond 30 minutes as well when the environment is busy or newly created environments, and is likely stuck if it lasts longer.
The issue commonly occurs with newly created agents or environments, enabled preview features, browser session timeouts, or ongoing tenant rollouts. Initial troubleshooting includes waiting and refreshing, opening a new browser session, making a small no-impact edit to re-trigger initialization, and verifying the environment health in the Power Platform Admin Center.
If the problem persists beyond 30–60 minutes, it is usually resolved by creating a new agent, trying a different environment, or opening a Microsoft support ticket, as changes inside the agent itself will not unblock publishing while provisioning is incomplete.
