Send proactive messages in Teams

HI, I have tried to send proactive messages(link below). but I got this error.

does anyone know how to fix this?

    seems like it is not allowed to use in my environment.

    the flow succeeded on PVA for Teams.

    Yes, ive made sure that the bot and flow are following the requirements.

    Hi @mkmk2 ,

     

    This is a new feature, Microsoft has restricted functionality.

    So, did you follow the requirements below?

     

    • The bot must have been published at least once.
    • The bot must be made available to end users in Microsoft Teams, and the end users must have the bot installed. The bot can't deliver the message to the recipient if:
      • The recipient hasn't installed the bot in Microsoft Teams.
      • The recipient has uninstalled the bot.
      • The recipient has blocked the bot.
      • The recipient doesn't have permission to chat with the bot - in which case you'll need to share the bot with users.
    • Power Automate flows used by the bot must be created in the same environment.
    • Proactive messages can only be posted to a personal chat with the bot.
