Publisher not accepting PowerApps deep link

I have a customized SharePoint list form. Our HR team wants to provide a link to the form in pages it has built in Publisher. I used the Copy Link function on a New form to provide the link for opening the form directly from the page. Publisher is recognizing this as a deep link and is cutting it off so that when the user clicks it, they get a message that the page doesn't exist. The link works fine within SharePoint. For instance, we are using the link in the left navigation pane to open the form without any problem. 

 

Is there a way to create a link that opens the form that Publisher will accept?
