flow bot message in teams chat

I want to send a flow bot message in teams chat, to all users in my organization. But we dont have any email address to add them in recipient in post in teams action in power automate. How to resolve this issue in a simple way?

    Post message in a chat is intended for messaging a single user. This action does not support sending a message to multiple users in a single step, and it also does not allow the use of Security Groups or Distribution Lists.

    Hi,
     
    Sending a bot message to all users in your organization via a single chat isn’t supported in Power Automate, as Teams chat actions need recipient emails or specific chats.
    ​
    Simplest way: Post the message as Flow bot to a General channel in an All-Company or Announcements Team that everyone follows.
    ​
    To send 1:1 chats, get all user emails from Graph API List users, loop with Create chat (add email), then Post message in that chat ID; but this will throttle for large orgs >300 users.
    ​
    Use email to all via a distribution list or loop on user emails instead, or ask your admin to create an org-wide Team or channel.
